Billy was born December 20, 1938 in Shreveport, Louisiana and entered into rest December 5, 2014 in Minden, Louisiana. He is survived by his nieces Sharon McNeill and husband Richard of Spring, Texas, Donna Werling and husband Todd of Farmington, New Mexico, and aunt Ann Bryant of Shreveport.
