SHREVEPORT, LA - William "Bill" Fredrick Offer, Sr., passed away Saturday, August 15, 2015. Born June 11, 1927 in Mountain Grove, MO and raised in Mansfield, MO and graduated from Mansfield High School in 1945. Furthering his education, he attended Southwest Missouri State College. In 1948 he moved to Shreveport, LA.
Bill was fortunate in life when he met and married Geraldine "Jerry" Corley, a beautiful young lady from Mt. Carmel, LA. In this marriage they were blessed with two children, Janice Ruth and William F. Jr. The loving marriage lasted until she died in 1974. In 1980, he fell in love again and married Barbara Jean Beecher.
Bill worked as an Assistant City Engineer for the city of Shreveport and was responsible for the development and design of the pelican decal seen on Shreveport-Bossier city vehicles, as well as other city properties and retired in 1981 after 30 years of service. During his time with the city of Shreveport, he was a drafting instructor for Shreveport-Bossier Vo-Tech. He then entered into private practice with the city until complete retirement.
Bill is preceded in death by his parents, R.C. and Ruth Ann Offer, older brother, John and his wife, Joan. Those left to remember him are his wife Barbara; his daughter, Janice Ruth Hall, her two children, Dustin and William Matthew; his son, William F. Offer Jr. and wife, Rhyna and their three children, William "Bo" F. Offer III and wife, Nicole, Travis Offer and wife, Teyon, and daughter, Elizabeth "Nikki" Nicole Offer; stepchildren, Fred Beecher and wife, Ronna and their two sons, Christopher and wife, Jo Ann and Nathan; Penny Beecher and her son Reis; Sherrie Beecher Guthrie and husband, Mark and their sons, Taylor and Austin. Also to cherish his memory are his 11 great-grandchildren, Natalie, Deagan, Mattelyn, Will, Chloe, Tesia, Travis, Jr., Joshua, Andrew, Elizabeth and Olivia.
Bill will be missed dearly by family and friends and remembered for his kindness, generosity, the pranks he loved to pull and the joy he got from making others laugh.
There will be no service or memorial held per his wishes. The family suggests that memorial donations may be made to Mt. Zion Methodist Church, 1173 County Road 328, DeBerry, TX 75639 or to the charity of your choice.
