A memorial service for Xenia Claire Ruffin Kramer will be held at 11:00 a.m. at Noel Memorial United Methodist Church on Friday, December 1, 2017. Visitation will be in the Noel Church Parlor from 9:30 a.m. to 11:00 a.m. Officiating will be Reverend Mimi McDowell, Associate Pastor of Noel Memorial United Methodist Church. Claire died on Tuesday, November 28, 2017 surrounded by her family. She is survived by her loving husband and constant companion of 68 years, Charles Wyant Kramer, II; two daughters, Carol Wyant Kramer and Ginger Kramer Osburne and her favorite son-in-law, Rick Osburne; and two granddaughters, Erica Allison Osburne Kuperman and her husband, Jason and Amanda Claire Delaup and her husband, Andy. She is also survived by numerous nieces and a nephew. She was preceded in death by her brother, Thomas Fuller Ruffin and sister, Jean Ruffin Shaffer Nichols. Claire was born on October 21, 1928 in Shreveport, LA to Trueheart Hugh Ruffin and Xenia Fuller Ruffin. She graduated from C.E. Byrd High School in 1945, attended Northwestern State University, and graduated from Louisiana Tech University with a Bachelor of Science degree in 1949. While at Northwestern, she was a member of Alpha Sigma Alpha Sorority. Claire was a member of Noel Memorial United Methodist Church for 76 years. She and Charles were members of the Freeman Fellowship Class. Claire served as Executive Secretary and Office Manager for Holiday-In-Dixie for many years and as the Shreveport Office Administrator for U.S. Congressman Joe D. Waggonner, Jr. until his retirement and for U.S. Senator J. Bennett Johnston, Jr. until her retirement. Claire was always active in her children's and grandchildren's lives. She served on various PTA boards and Girl Scout Committees. After retirement, Claire served on the Noel Neighborhood Ministries Board and as Secretary of the Goodwill Board. She volunteered at the Louisiana State Exhibit Museum, the Goodwill Auxiliary and the Noel Food Pantry. The family suggests memorials may be made to Holy Angels Residential Facility, 10450 Ellerbe Rd, Shreveport, LA 71105 or Noel Memorial United Methodist Church, 520 Herndon St, Shreveport, LA 71101.
